Corruption in the bureaucracy can be curbed if there is a political will to do so, but corruption at the political level destroys the political will to restrain it. Amundsen explains the illicit and corrupt means by which ruling elites pocket the money (extraction) and how they reinvest the money in their hold on power (power preservation).
