Human Rights in Palestine: A Conversation with the UN Special Rapporteur

Investigating human rights under occupation.

UN Special Rapporteurs are independent experts reporting and advising on issues related to human rights. One of them investigates the human rights situation in the Occupied Palestinian Territory (OPT) and reports on Israel’s violations of international law.

Francesca Albanese was appointed as Special Rapporteur in May 2022. Since 2008, Israel has denied the Special Rapporteur access to the OPT and Albanese has yet to visit the OPT.

How does the occupation affect the human rights of the people living in Gaza and the West Bank? And how has this changed since 7 October 2023?

We have invited Albanese to a conversation about her mandate and the human rights violations in Palestine. How does she carry out her job? What recommendations does she provide for the international community?

The conversation will be joined by Terje Einarsen (UiB) and moderated by Chiara Morfea (UiB). Albanese will participate digitally.

Special Rapporteur, Georgetown University/ARDD

Francesca Albanese is the UN Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967. She is an Affiliate Scholar at the Institute for the Study of International Migration at Georgetown University, and a Senior Advisor on Migration and Forced Displacement for the think tank Arab Renaissance for Democracy and Development (ARDD).

Terje Einarsen
Professor, UiB

Terje Einarsen is professor in law at University of Bergen. Einarsen was formerly a judge at the Gulating High Court for Western Norway, and Head of the Human Rights Committee, Norwegian Judges' Association. He has also served as a permanent member of the Grand Chamber, Immigration Board of Appeals.

Francesca Albanese

Special Rapporteur, Georgetown University/ARDD

Francesca Albanese is the UN Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967. She is an Affiliate Scholar at the Institute for the Study of International Migration at Georgetown University, and a Senior Advisor on Migration and Forced Displacement for the think tank Arab Renaissance for Democracy and Development (ARDD).

She has published widely on the legal situation in Israel/Palestine; her latest book, Palestinian Refugees in International Law (Oxford University Press, 2020), offers a comprehensive legal analysis of the situation of Palestinian refugees from its origins to modern-day reality. She regularly teaches and lectures on International Law and Forced Displacement in European and Arab universities, and speaks frequently at conferences and public events on the legal situation of Palestine. She worked for a decade as a human rights expert for the United Nations, including the Office of the High Commissioner for Human Rights and the Relief and Work Agency for Palestine Refugees. In these capacities, she advised the UN, governments, and civil society across the Middle East, North Africa, and the Asia Pacific, on the enforcement of human rights norms, especially for vulnerable groups including refugees and migrants. She holds a Law Degree (with honors) from the University of Pisa and an LLM in Human Rights from the University of London, SOAS.
